Joan Skewes announced that Paul Kimball has resigned from the Zoning Board.

Inc. – Continuation of the application for Variance from Article 9, Sections
II.6, III.4, and III.5 and Motion for Rehearing Appeal. A letter from Attorney Salomon was submitted requesting
continuance to July because additional engineering work has not been
completed. Dick Parker moved to
continue to the July 1, 2003 meeting.
John Andreasse seconded with all in favor.
Eric
and Lauri Murphy - Application for a
variance from provisions in Article 8.3, Section III A. The Murphy’s want to construct a 24 x 24 garage with a 15 foot
mudroom attached to their home. This
would place the structure 15 feet from property line. Mr. Murphy stated his neighbor has no objections. Dick Parker asked what hardship there would
be if the variance were not granted.
Applicant replied that denial of the variance would not allow them to
update their home, and the driveway would need to be moved closer to Cottage
Rd. No abutters were present. The five criteria for the variance were
reviewed. Dick Parker moved to approve
the variance as requested. Dan Chaisson
seconded with all in favor.
Christine
Gallagher – Application for a special exception in accordance with Article
8.4I.B for home occupation to establish a sole proprietorship hair salon. Ms. Gallagher stated she has been doing hair dressing for 20
years. She has only one chair and a
sink, no employees and estimates she has approximately three clients, three
days a week. She has no particular
hours of operation and expects to have clients no earlier than 9:00 am or later
than 7:30 p.m. She has a separate
entrance, which meets the requirements of the state, and parking is
adequate. Joan Skewes read the criteria
for a home occupation, which the applicant request met.
Theresa Molet, an abutter, said abutters on both
sides objected. The area is zoned
residential and she doesn’t want to be next to a business. Ms. Molet read from the Master Plan and
questioned the rights of residents. Dan
Swift of Stumpfield Road objected as well.
Lynne Holmes of Moulton Ridge Road spoke in favor of the business.
Dan Chaisson explained to the abutters that since the
Town’s people have voted into the zoning ordinance that home occupations are
allowed if they meet the criteria, it is difficult for the Zoning Board to deny
the application. Ms. Gallagher stated
she would not hang a sign and her plans are for a very low key business. The Board replied to a question from a
resident that there would need to be a Site Plan Review with the Planning Board
prior to operations beginning. Dick Parker
moved to approve the application with the following conditions: approval of Site
Plan Review by the Planning Board; no more than ten (10) customers a week;
hours of operation for paying customers – 9:00 a.m. to 6:00 p.m. Monday through
Saturday; state licensure and permits be obtained; sole proprietorship, single
chair, no employees; and no sign without re-application. Dan Chaisson seconded with all in favor.
Approval of May 6, 2003 minutes - Dan Chaisson moved to accept
the minutes as written. Eric Peterson
seconded with all in favor.
