Planning Board Minutes

July 20, 2010

Amended and Approved on September 21, 2010

 

In Attendance:  Chairman M. Schwotzer, Joan Whitney, Bob Solomon, Peter Merrill and Dylan Smith, Rockingham Planning Commission Circuit Rider.   Meeting called to order at 7:38 pm. 

 

Driveway Permit – Bernier, Osgood Road – David Buxton presented the permit explaining it will need a culvert since there is a ditch line.  M. Schwotzer read the Department Of Environmental Services attachment.  Joan Whitney moved to approve the driveway permit for Bernier, seconded by Bob Solomon with all in favor.

 

Chairman Schwotzer moved to open the Public Hearing, seconded by Joan Whitney with all in favor.

 

PUBLIC HEARINGS

1.      Unitil – Scenic Road – Unitil (Unitil Energy Systems, Inc.) in accordance with RSA 231:158 regulating Scenic Roads, requesting written consent from the Planning Board to trim and cut trees along Moulton Ridge Road.  Serge LaPrise presented the application explaining that a resident had called Unitil about a tree affecting lines.  Following review of the road, they found about a dozen trees that were at higher risk to the circuit, which they would like to trim or remove.  The trees have been marked with ribbon and they will trim the vegetation as well with resident permission.  All of the locations are beyond Hilliard Road and cards granting written permission will be provided to the residents.  There was no resident or abutter input.  Peter Merrill moved to approve removal and trimming of the trees on Moulton Ridge Road by Unitil, seconded by Bob Solomon with all in favor.

2.      Conservation Commission and South East Land Trust – Sargent property Lot Line Adjustment – plans were not ready for submittal.  Bob Solomon moved to continue the Public Hearing for the Conservation Commission and South East Land Trust to the next meeting on August 17, 2010, seconded by Peter Merrill with all in favor.

3.      Site Plan Review – 118 South Road, Kensington, NH, Map 4, Lot 38-4, for a Site Plan Review required as part of their Special Exception for Home Occupation for a baking business.  Amy Mastronardi and Carl Neunaber presented the application.  M. Schwotzer read condition #4 from the December 1, 2009 Zoning Board of Adjustment minutes:  4) Site Plan Review application to be filed/approved within six months of December 1, 2009 or special exception is null and void. 

            It was clarified that the application was filed within the time frame, although due to a scheduled vacation for the AA, there wasn’t enough time for legal notices to      schedule for the Planning Board’s June 15th meeting, thus scheduled for the July      meeting.   The Board discussed the approval portion of the condition without reaching    a consensus of the intent and agreed to review with the Zoning Board of Adjustment.       There were no abutters in attendance.  Joan Whitney moved to continue the      application for Site Plan Review for Mastronardi and Neunaber for acceptance,       seconded by Bob Solomon with all voting in favor except Mr. Merrill who abstained.

      It was agreed by all to do a consult only at this time, which is not binding on the Board.   Dylan Smith stressed the importance of a surveyed plan for the file.  The drawings submitted were reviewed as well as prior submissions to the Zoning Board of Adjustment, with agreement that a plan showing setbacks for the side lines, as well as septic and well locations would be submitted by the applicants if the Board accepts the application next month.  Joan Whitney moved to close the Public Hearing, seconded by Peter Merrill with all in favor.

 

NEW BUSINESS:

Rockingham Planning Commission – Circuit Rider renewal – The renewal was reviewed and includes a 3.8% increase over last year for a total of $8,195.  Members agreed that the assistance is very much needed.  Joan Whitney moved to approve the circuit rider renewal, seconded by Peter Merrill with all in favor.

 

Wiggin – Gravel Pit update – Arthur Wiggin, accompanied by his son Adam, explained that the assessment on the gravel pit has been high and he requested Avitar review.  He said the gravel has been depleted and the pit reclaimed but there are stockpiles.  He plans to put down more loam   M. Schwotzer explained that when he’s finish, let the Board know and they’ll have the Town Engineer provide verification.

 

 Approval of June 15, 2010 minutes – Peter Merrill questioned the continuation of Seabrook under tabled items as it was reviewed previously.  This was in error and will be deleted.  M. Schwotzer moved to approve the minutes of June 15 as amended, seconded by Joan Whitney with all in favor

 

OLD BUSINESS:  The following Old Business was tabled:

Discussion of Zoning Ordinance and Land Use Regulations –

·         Steep slope overlay district

·         Do not disturb areas

 

Innovative planning – Development phasing

·         Traffic discussion – Rte 150/107 – population growth and study data

·         Letter of Credit requirement for each phase

 

OTHER BUSINESS:  Joan Whitney said she’s found that traffic counts have decreased primarily due to the decline in the economy, and she has spoken with residents regarding the farming/agricultural aspects of the community.
