Planning Board Minutes
March 18, 2008
Amended and approved April 15, 2008
In Attendance: Chair Joan Whitney, Vice-chair Mike Schwotzer, Theresa Wojcukiewicz, Bob Solomon, Richard Powers, Selectmen’s Representative, and Dylan Smith, Rockingham Planning Commission Circuit Riders
Meeting called to order at 7:40 pm.
Approval of February 19, 2008 minutes –M. Schwotzer moved to accept the minutes of February 19, 2008 as presented, seconded by Joan Whitney with all in favor, except Bob Solomon who abstained.
NEW BUSINESS:
Voluntary Lot Line Merger – Sawyer Park – Map 8, Lots 9 and 12 – M. Schwotzer moved to accept the Voluntary Lot Merger for the Town of Kensington, seconded by Joan Whitney with all in favor.
Kuegel Pit Report review – A report has not been received from Christian Smith regarding the concrete he reported on site. The matter was continued to the next meeting.
OLD BUSINESS:
Driveways – Proposed regulation changes – David Buxton was not in attendance so the matter was continued. Dylan Smith will work on the language.
Outdoor Lighting Ordinance – Board members agreed that for now this can be dealt with under Site Plan Review and Subdivision regulations. An ordinance may be developed in the future.
Structures 120 sq. ft or less – M. Schwotzer prepared a letter for the board members to review. Highlights included requesting the Selectmen correct the interpretation and require a permit for all structures. Peter Merrill moved to forward the letter to the Selectmen as written by Vice Chairman, M. Schwotzer, seconded by Theresa Wojcukiewicz with all in favor. A vote was taken regarding whether to take action on structures/sheds erected within the 25 foot setback, with three voting to move forward and two voting to take some action.
Any
other business properly brought before the board. – Joan Whitney brought up several issues: 1) she
observed a large dump truck exiting a South Road property. Richard Powers
believed a cellar was being dug, but will check further; 2) she said she felt
the board should address the commercial aspect of Wind Energy, but Mr. Merrill
explained that it was already limited due to Unitil’s restriction of 25kw
NH State Metering which has been raised to 100kw, RSA 362-A:1-a-11-b; 3) Epping
has developed a green building ordinance, which she will e-mail to members and
suggested a green building municipal committee be formed; and 4) she reminded
members of the annual Rockingham Planning Commission meeting to be held June
10th, at the Atkinson Country Club.
Peter Merrill moved to adjourn at 8:45 pm seconded by Joan Whitney with all in favor.
