Planning Board Minutes

December 18, 2007

In Attendance:  Chair Joan Whitney, Vice-chair Mike Schwotzer, Bob Solomon, Theresa Wojcukiewicz, and Jill Robinson, Rockingham Planning Commission Circuit Rider.  Meeting called to order at 7:37 pm.  Peter Merrill joined the Board at 8:10 pm.

 

Approval of November 20, 2007 minutes M. Schwotzer moved to postpone approval of the minutes to the next meeting, seconded by Joan Whitney with all in favor.

 

Driveway Permits – David Buxton, Road Manager, presented 6 permits for approval:  lots 4, 5, 8 & 9 at Hudson Heights, the Town Park, 7 Hoosac Road.  Mr. Buxton said he has written on the permit that a negative 2% pitch must be maintained at all times during construction.  Board members agreed that the first 10 feet should be paved and will add to their regulations at a future meeting.

PUBLIC HEARING

Davlynn Development, LLC Revision - Continued - Davlynn Development, LLC Revision - (Hudson Heights Subdivision) – Proposing a revised road entrance profile by adding a ditch line for drainage and removing the curbing (curbing approved Aug. 21, 2007).  Chris Albert of Jones & Beach Engineering and Attorney Woiccak met with the Board.  M. Schwotzer read from Christian Smith’s letter of December 7, 2007, which detailed that his review of supporting design documents and calculations was good,…”I endorse Planning Board approval of the proposed revisions as presented and now constructed.”  M. Schwotzer moved to approve the revised road entrance profile by adding a ditch line for drainage and removing the curbing, seconded by Bob Solomon with all in favor.

 

Hudson Heights – Third bond reduction request - M. Schwotzer moved to accept Christian Smith’s recommendation and reduce the bond to $110,226, seconded by Bob Solomon with all in favor.

 

Continued - Ron Ouellet – Site Plan Review for 210 N. Haverhill Rd., M17, L22 – current office to be converted to a 3 bedroom apartment.  Chief LeBlanc reported he had visited the property but wasn’t able to get inside.  There are a number of items that will be needed such as a CO2 detector, fire rated state code ceiling sheet rock, etc.  He will prepare a list and give it to Denise.  Following discussion, M. Schwotzer moved to approve the change of non-conforming building 1 of one residence and one business to two residences contingent upon compliance with the list requirements of the Fire Chief and Building Inspector and no greater than six assigned parking spaces.  The reason for the change is the Board’s desire to make the occupancies more in conformance with the zone it’s located in, i.e., residential, and that reconversion to a commercial use would not be favorably looked upon.  Motion was seconded by Joan Whitney with all voting in favor.

 

Continued - Senior Housing Ordinance – Peter Merrill suggested adding the word structures to any sentences referencing buildings; three were found.  M. Schwotzer moved to pass the non-substantive change for the Senior Housing Ordinance to Town Meeting, seconded by Peter Merrill with all in favor.

 

NEW BUSINESS:

Fire Department Inspection Fees – Add escrow amount to application fees discussion – M. Schwotzer moved to add a requirement to Site Plan escrow accounts for $500 applicable to fire inspections, seconded by Joan Whitney with all in favor.

 

Site Plan Review Regulations – Discuss revising Article 3, paragraph 1 to more closely mirror the language in RSA 674:43- M. Schwotzer moved to continue, seconded by Peter Merrill with all in favor.

 

OLD BUSINESS:

Driveways – Proposed regulation changes.  Road Manager, David Buxton, joined in the discussion.  Various ideas were reviewed and agreed upon including having them constructed to town standard, first 10 feet paved, and maintained by the landowner.  If anyone is altering/repaving a driveway, they would need a permit and must comply with current regulations.  Nothing was finalized at this time.  Jill Robinson will review the best areas for inclusion.

 

Proposed Wind Energy Conversion Systems Zoning Ordinance – The Board will hold a public hearing on January 15, 2008 on this potential ordinance. 

 

Outdoor Lighting Ordinance – Jill Robinson will being bring 3 levels for the next Planning Board meeting.

 

Lot Dimension – Jill Robinson explained that this is a regulation.  The Planning Board can hold a public hearing in January.  She will send out a copy of the draft for members. 

 

Joan Whitney moved to close the meeting at 10:05 pm seconded by M. Schwotzer with all in favor.
