Planning Board Minutes

In Attendance:  Vice-Chair, Joan Whitney, Bob Solomon, Theresa Wojcukiewicz, and Jill Robinson, Rockingham Planning Commission Circuit Rider.   

Elderly and Workforce Housing Ordinance – Jill Robinson presented a revised draft.   The safety and proximity to municipal fire and safety services was revised to read:  “…The location of elderly housing developments must be based on a consideration of the proximity of Kensington town services and facilities that may meet the special needs…” 

Minimum square footage was agreed upon as 1,000 with 1,500 as the maximum square footage and a maximum of two bedrooms.  Base density was reworked to read that any parcel within the Elderly Housing District for the entire parcel would be two units per acre with a density bonus if the developer agrees to build at least 20 percent of the housing as affordable.  All agreed the affordable housing units need to be disbursed throughout, not set aside in one area.   

Questions remain such as minimum age, phasing of development, and affordability and density calculations.  Jill will continue to revise.
