Planning Board Minutes

In Attendance:  Chairman Michael Schwotzer, Vice-Chair, Joan Whitney, Peter Merrill, Steve Wilson, Theresa Wojcukiewicz, and Jill Robinson, Rockingham Planning Commission Circuit Rider.  Bob Solomon arrived at 7:35 pm and Richard Powers as Selectmen’s Representative arrived at 7:55 pm. 

 

Approval of September 19, 2006 minutes – Steve Wilson moved to approve the September 19, 2006 minutes as written, seconded by Joan Whitney with all in favor.

 

Public Hearing

 

JJR LLC Realty Trust - 272 South Road, Map 3, Lot 24, Commercial Site Plan Review for a proposal to construct a “Contractor” Storage Facility with 6 (six) units; 3 units will be 30’x 30’x16’h, 3 units will be 35’x 30’x16’h and all six will have 10 ft. wide x 12 ft. high doors. Robert James and Stanley Bornstein, P.E., presented the plan.  Stanley explained that the project has been designed to build six, metal, contractor storage facilities, without water, sewer, bathrooms, lights, heat, dumpster or outside storage; neither will there be inside work or fuel storage. He emphasized the goal is to provide minimum impact.  A small sign would only be used to advertise and would be removed when the units are fully rented.  The lease would contain language that nothing prohibited by the town could be stored.  The minor site plan format was reviewed and the following conditions were agreed to:

  1. Items on the list attached to the application are applicable. 
  2. Zoning restrictions to be an addendum to the lease including:  no hazardous or explosive material(s) to be stored.
  3. Sign to be displayed only when there is a vacancy.
  4. Hours of operation will be 7 am to 7 pm six (6) days a week.
  5. Heavy vehicle parking area only as delineated on the plan.
  6. No tenant occupancy.
  7. No heat.

Bob Solomon moved to approve the Special Exception with noted conditions, seconded by Joan Whitney with all in favor.

 

NEW BUSINESS:

Elderly and Workforce Housing Ordinance – Jill Robinson presented a draft entitled, “Kensington Affordable Elderly Housing Discussion”.  There were several items that the Board agreed needed more discussion, clarification and/or detail:  Safety and proximity to municipal fire and safety services and how best to measure, such as time or distance; encouraging the development of affordable elderly housing through density bonuses; the possibility of adding minimum square footage for living spaces; including limited, compatible, mixed uses; age requirements; sequence of building affordable and market value units, etc.  The Board members agreed to deal only with this issue at the next meeting.  Due to numerous members unable to meet on the regularly scheduled night, the next meeting will be held Wednesday, November 8th, same place and time.

 

Steve Wilson moved to adjourn at 10:00 pm seconded by Peter Merrill with all in favor.
