1. Call to order 7:40
2. Minutes approved
3. Discussed Kimball easement specifics with Mary Currier (of Rockingham Country Conservation District), Scott Lapointe (Kimball's lawyer),
Paul and Marion Kimball.
- Easement Language- Discussed Paul's concerns about
unlimited public access. He expressed concern about misuse of property
and damage to exemplary natural communities. KCC members agreed that
pedestrian public access in essential, but hunting can be by permission.
Mary and Scott agreed to continue to work on language that will be
acceptable to all parties.
- Cost- Agreed on final cost of $1,663,000 as written in
warrant article. The final appraised value was $1,830,000.
- Materials on easement areas- Discussed what would and
wouldn't be removed from easement areas. Shed behind the rental property
at the top of the hill will remain, but the boat and truck will be removed.
Paul agrees to remove "junk" from easement land within 3 months
of closing. Snow is making removal difficult right now.
- Mary agreed to send easement language to selectmen and
Charlie Tucker for approval.
4. Cole easement update.
Sydnee shared that appeal date is set for Jan 15, at 9 am at
USDA's office in Concord and that Coles have been informed of donor. Officer
from National Appeal Division with run the appeal.
5. Hodges Conservation Area business.
- Trail snow shoe/cross country ski day set for Sunday Feb.
10 at 2 p.m. It is advertised in the community news.
- Motion to reimburse Sydnee for trail day expenses from KCC
budget made, seconded, and approved unanimously.
6. ERLAC dues discussed. Motion to pay ERLAC dues of
$150.000 out of KCC budget made, seconded, and approved unanimously.
7. Goals for 2008 briefly mentioned. KCC needs to look
more carefully at unfinished business of 2007 and decide on topics to discuss
with planning board. This will be topic of next meeting.
