Kensington Conservation Commission Meeting

Minutes for Tuesday Feb 13, 2007

Members in attendance: Joan Skewes, Harry Bodwell, Sydnee Goddard, Rob Garneau

Visitor: Theresa Walker.

1. Minutes of Jan 9 approved

2. Discussed Kimball Farm project. 

· Totaled money earned from donations. 

· Shared that Paul and Marion are having the appraiser complete a Yellow Book Summary level appraisal to be ready for the next round of FRPP grant applications. 

· Sydnee will forward bill from Dijit Taylor for the "Dollars and Sense of Open Space" talk to Joan again.  

· Sydnee will discuss the status of the appraisal and other issues with Mike Speltz of the Forest Society and see what type of appraisal they are seeking for the land abutting the Kimballs.

3. Discussed with Theresa Walker possible changes to zoning regulations. 

• Joan needs to contact Peter Laughlin regarding road access through another town.  
• Discussed a possible environmental impact assessment (EIA).  Theresa shared Phil Auger's response to the suggested language of an EIA.  Phil suggested that there should be something in the regulation to require a developer to go out and see what critical habitats and species exist on a property and be held responsible for doing this.  Discussed possible thresholds that would trigger an EIA, such as developments involving 3 or more houses or 10 or more acres. 
• Decided to look into Conservation Subdivisions and an Aquifer Protection Ordinance. 
• Theresa will work further on possible language for these and share her finding at the next meeting.
