Kensington Conservation Commission
Minutes of January 9, 2007
Members in attendance: Sydnee Goddard, Joan Skewes, Rob Garneau.
1. Minutes approved
2. Discussed Cole appraisal and cost of conserving the Cole property. Two motions made and approved unanimously.
Motion made to pay $3,100 to McManus and Nault for Cole yellowbook appraisal with the stipulation that the Coles will reimburse Kensington Conservation Fund if the land is not conserved.
Motion made that the town pay 50% of the yellow book appraised easement value for Cole property minus the survey cost of $4,900.
3. Discussed Kimball Farm project. Reviewed warrant article and noted that it needs to be in same format as all other warrants. Sydnee will contact Denise about making the correction. Discussed complications if survey increases or decreases the acreage significantly. If acreage determined by survey increases or decreases by less than 7 acres, agreed to original easement purchase price of $1,663,000. Discussed possibility of changing easement boundaries to adjust the acreage if survey substantially changed the total acreage.
4. Discussed zoning regulations and draft of senior housing regulations. Agreed that the overall population density allowed in the regulations is too high.
5. Joan will contact Peter Loughlin about regulations regarding access to Kensington land through another town.
6. Discussed donation to Rockingham Land Trust. The donation is actually due for services rendered, such as advice on projects we are pursuing and creation of conservation maps for Kensington.
7. Reviewed draft of Kimball Farm informational sheet for town web site.
